I think they costed him appropriately to prevent him from being splashed in top-tier honor runners. And Unlike Doji/Kitsuki/Utaku/Shiba/Akodo/Daigotsu Oki he needs a full turn of sitting there before you start reaping any benefits. And those benefits are very small at first.

On the other hand, he made me a paper swan so he's thumbs up in book
